I am looking for some web software that will:
1.  Allow submission via a web form of an organization events by leaders, including re-curring events.  The sumissions could be stored in a server-side database.

2.  These events, after review, can appear on the organization's website calendar and collected for the hard copy newsletter.  

3.  Every organization entity would designate an official reviewer to approve calendar submissions. This person is to approve all submissions as legitimate and correct before they are published. No items will be posted until approved by an authorized reviewer.

4.  Log-in's required for entries, reviewers and editors.

Here is a link to the type of Calendar/Event Planning system that may fit your needs.  

Event Calendar

I have not used their product, so I can't provide comments on this solution, however, they have a 30 day trial version  according to their website.

If I understand you correctly .......

I know that Drupal had what you need. And it's server side, log-in required, and free.

Drupal site

Sorry ..... it has the calender of events also.

Perhaps you should look atGoogle Calendar

It's free.  The only catch is that every user must signup for a free gmail.com account.

But it sounds like it would fit your needs.

You might take a look at MyEvent.com- I used it to set up a military unit reunion and it's fairly inexpensive and is pretty flexable. I have never set up a website before and overall, it is user friendly. Has a lot of nice features- you can choose among different templates depending on the type of event- school reunion, wedding, business meeting, birthday party, etc. It has two levels of costs- regular or premium. You can pay month by month or 1 year in advance- it's very economical. You can also have them reserve your domain for 1 year at a $25 cost. The premium version is about $17 monthly and the regular version is about $10 monthly. I found their technical support to be very supportive, responsive and helful.
